Senate: The Senate continued processing nominations. They have now failed 14 times to reach the 60-vote threshold to pass legislation to provide short-term government funding. The Senate is expected to vote for a 15th time on Friday and may remain in session through the weekend should the vote fail. 

 

House: The House was in recess.

 

Trump Administration:  On November 4, President Trump signed two Executive Orders on trade with China. The first order reduces the tariff imposed based on the fentanyl emergency from 20 percent to 10 percent. The second order pauses the reciprocal rate increase to 34 percent for one year until November 10, 2026. 

 

Next week in Washington 

 

Senate: The Senate is expected to continue consideration of short-term legislation to fund government operations and reopen the government should they fail to reach a deal over the weekend. They are also expected to continue processing nominations. If they reach a deal on funding, the Senate is scheduled to be in recess.

 

House: The House is expected to be in recess and return once the Senate passes the government funding package.
