Robert Butora
PRINCIPAL
Robert Butora is a principal at Williams and Jensen who brings deep experience in health care policy from a diverse background over the last 12 years. Prior to joining the firm he spent four years at CVS Health as Senior Director of Federal affairs, overseeing strategy and Congressional engagement on the Aetna business covering the Senate Finance Committee and House Ways and Means Committee. At CVS he directed multi-level strategies that included Congressional and administration engagement, working collaboratively with industry peers, and engaging with grassroots and trade associations to advocate for the enterprise.

Prior to CVS, he worked for Senator Bill Cassidy (R-LA) as Health Policy Advisor, the current Chairman of the Senate Health, Education, Labor and Pensions Committee, as well as Representative Leonard Lance (NJ-07) and Representative Michael C. Burgess (R-TX). While with Senator Cassidy he handled issues at the Finance and HELP Committee, helping draft policy reform papers, legislation, and leading efforts to pass key policy priorities into law. This work included successful passage of the COVID-19 pandemic relief packages and the coverage of immunosuppressant drugs for kidney transplant recipients on Medicare.
