Former senior advisor to President Donald Trump and Speaker Mike Johnson


Jay Fields joins Williams & Jensen from the West Wing, where he served as Deputy Assistant to the President for Legislative Affairs, helping drive the White House’s congressional strategy and policy development. As the only senior White House official to have also served as senior staff to the current Speaker of the House, Jay brings rare experience bridging both ends of Pennsylvania Avenue.

During his tenure at the White House, Jay played a central role in advancing the Administration’s legislative agenda, including spearheading legislative efforts to enact The One Big Beautiful Bill Act (OBBBA), a landmark achievement regarded as one of the most consequential pieces of legislation in modern history. He worked closely with senior White House leadership and policy officials across the Executive Branch—including the Office of the Deputy Chief of Staff for Policy, Domestic Policy Council, National Economic Council, National Security Council, and Office of Management and Budget—to shape legislative priorities, executive actions, and national policy initiatives. His experience provides clients with a unique understanding of how policy is developed, coordinated, and advanced across both Congress and the Executive Branch.

Jay’s contributions earned praise from the highest levels of the Administration. White House Chief of Staff Susie Wiles noted that Jay "played a key role in nearly every legislative success" of the President’s second term, while Deputy Chief of Staff James Blair described him as "an indispensable player" in developing, coordinating, and implementing the President’s agenda due to Jay’s “deep policy expertise and extensive network in the West Wing, the broader Executive Brand, and Capitol Hill.”  

Prior to joining the White House, Jay served as Deputy Policy Director for Speaker Mike Johnson, where he was a principal architect of OBBBA’s policy framework and legislative strategy. He helped manage the Speaker’s senior policy team and engaged in key negotiations on must-pass legislation, including annual appropriations, the National Defense Authorization Act, health care extenders, FISA reauthorization, supplemental national security funding, and major sanctions packages.

Earlier in his career, Jay spent several years at the House Republican Study Committee, rising from Professional Policy Staff Member to Executive Director. In that role, he oversaw operations for Congress’s largest ideological caucus and helped develop policy initiatives that influenced the modern Republican agenda. He previously served in policy roles for several Members of Congress, including then-Congressman Ron DeSantis.  

Jay holds an LL.M. from the University of Florida Levin College of Law, a J.D. from Tulane University Law School, and a B.A. from the University of Florida.
