David Allen Starr
PRINCIPAL (1958-2022)
David Starr became an Associate with Williams & Jensen in 1989 and became a Principal in 1991. He specialized in matters pertaining to ERISA, employee benefits, Federal taxation, and trade.
Upon graduation from law school, Mr. Starr became a Legislative Assistant, and later Legislative Director to Senator Howard Metzenbaum (D-OH), focusing on tax and benefit issues. He also developed and implemented legislative strategies on a vast array of substantive matters. Jeff Birnbaum in his 1987 book Showdown at Gucci Gulch describes some of these efforts. Mr. Starr’s Senate floor activities even earned public praise from then Senate Finance Committee Chairman Bob Dole (R-KS) in the Congressional Record.
In addition to serving Williams & Jensen clients, Mr. Starr had been a faculty member at two ABA sponsored National Institutes on Employee Benefits and Bankruptcy. He also had been a speaker at pension conferences, describing legislative developments that impact denominational benefit programs.
Mr. Starr was active in Democratic politics and fundraising, and had participated in Democratic Leadership PACs, steering committees, and other political organizations.
