This Week in Washington 07.18.25

Senate: The Senate passed H.R.4, the Rescissions Act of 2025. They also continued continue processing nominations including U.S. Circuit Judge for the Sixth Circuit, Assistant Secretary of Treasury, Undersecretary of Defense for Personnel and Readiness, and Director of the U.S. Citizenship and Immigration Services

 

House: The House concurred to the Senate amendment to H.R.4, the Rescissions Act of 2025. They passed the Anti-CBDC Surveillance State Act (H.R.1919), the Digital Asset Market Clarity Act (H.R.3633), the GENIUS Act (S.1582), and the Department of Defense Appropriations Act, 2026 (H.R.4016).

 

Trump Administration: On July 16, President Trump signed the HALT Fentanyl Act into law. The law permanently classifies fentanyl-related substances as a Schedule I drug under the Controlled Substances Act. He is expected to sign the GENIUS Act, which establishes a regulatory framework for the issuance and use of stablecoins, into law as early as July 18.

 

Next week in Washington 

 

Senate: The Senate will reconvene on Monday, July 21 and is expected to continue processing nominations including Judges for the Eastern and Western Districts of Missouri, Principal Deputy Director of National Intelligence, Under Secretary of Defense for Intelligence and Security, Assistant Secretary of Commerce for Communications and Information, Under Secretary for Terrorism and Financial Crimes, and Administrator of Drug Enforcement. They are also expected to consider H.R.3944, the MilCon/VA Appropriations Act, 2026.

 

House: The House will reconvene on Monday, July 21 and is expected to consider the Stop Illegal Entry Act (H.R.3486) and the PERMIT Act (H.R.3898). They are also expected to consider Congressional Review Acts H.J.Res.104, H.J.Res.105, and H.J.Res.106 to rescind Bureau of Land Management rules modifying land use plans for the Miles City Field Office, the North Dakota Field Office, and Central Yukon.
