Senate: The Senate was in recess.

 

House: The House was in recess.

 

Trump Administration:  On February 18, President Trump signed an Executive Order entitled, Promoting the National Defense by Ensuring an Adequate Supply of Elemental Phosphorus and Glyphosate-Based Herbicides. The Order uses the Defense Production Act to protect the production of elemental phosphorus and glyphosate-based herbicides that are essential for military readiness and American agricultural strength.  


Supreme Court: In a 6-3 decision written by Chief Justice Roberts, the Supreme Court found that President Trump exceeded his authority using the International Emergency Economic Powers Act of 1977 (IEEPA) to justify his country-specific tariff regime.
