PRINCIPAL

Phil Kiko joined Williams & Jensen as a principal in 2022. His experience includes several decades of service for Members and committees in the U.S. House of Representatives, culminating in being elected three times under two Speakers – Paul Ryan (R-WI) and Nancy Pelosi (D-CA) – to serve as the non-partisan Chief Administrative Officer (CAO) of the House. As CAO, one of four constitutional officers, Phil was responsible for the day-to-day operations of the House by providing human resources, computer systems, finances, media, and procurement services to House leadership, committees, Members of Congress, and other officers and institutions. In that role, Phil worked daily with House leadership, on numerous occasions testified before several House committees, and maintained close relationships with many Members of Congress, while also earning praise from elected leaders of both parties for his professionalism and success in managing House operations.

Phil’s service on the Hill also included high level policy work while serving under Chairman Jim Sensenbrenner (R-WI) as his personal office Chief of Staff, and later Chief of Staff and General Counsel for the House Judiciary Committee and as Deputy Chief of Staff on the House Science Committee. During his tenure at the Judiciary Committee, Phil successfully shepherded more than one hundred bills through the legislative process to the President’s desk. He also served as Chief of Staff of the House Administration Committee under Chairman Dan Lungren (R-CA); and under Chairman Trey Gowdy (R-SC) as Chief of Staff and General Counsel of the Select Committee on the Events Surrounding the 2012 Terrorist Attack in Benghazi.

In the Executive Branch, Phil served in several senior policy and management roles in the Department of the Interior and the Department of Education. At the Interior Department, he was Legislative Counsel, Director of Budget and Program Resources Management, and Deputy Director/Acting Director of the Office of Hearings and Appeals. At the Education Department Phil served as the Acting Director/Attorney Advisor at the Office for Civil Rights.

Just prior to joining Williams & Jensen he provided his expert counsel to clients as President and CEO of Kiko Strategies.
