Mr. Martinez became associated with Williams & Jensen in 1987 and became a Principal in 1989. His practice focuses on all aspects of public and private construction, service and supply contracts, business disputes, regulatory and administrative law, and general litigation. Mr. Martinez has expertise in matters pertaining to Federal procurement law, including contract negotiations, bid protests, bid and proposal preparation, and claims. In the legislative services area, Bob concentrates on procurement and regulatory related issues, including contract and grant related appropriations at a wide arrange of agencies including Homeland Security, Defense, Education, Interior and Transportation.
Professional background: Mr. Martinez has practiced before all levels of Federal and state contract forums including the Court of Appeals for the Federal Circuit (formerly the United States Claims Court), and the Federal Board of Contract Appeals (including ASBCA, GSBCA, IBCA, DOTBCA). He has been involved in various bid and proposal preparations, and has an active claims practice.
Mr. Martinez co-owned and operated a construction company while completing his J.D. at Georgetown University Law Center. Following graduation in 1979, he became an Associate at Hudson Creyke Koheler Tacke & Bixler, a firm that primarily represented Federal construction contractors. In 1981, Bob moved to Kilcullen, Wilson and Kilcullen, where he represented Federal contractors engaged in construction, service, and supply contracting. Mr. Martinez is an active alumnus, sitting on the boards of the Princeton Prize in Race Relations, the Princeton Club of Washington and acting as co-chair of the Alumni Schools Committee.
